It is needles to say that trough education we develop ourselves as human beings, and if there is a possibility a person which is willing to learn should be granted that possibility. But the answer to this question contains of various aspects. 
The first aspect is the financial one. The resources of the state (which consist of our taxes) are limited and we cant afford to pay for the education of everyone who wants to have higher education. Even in the most developed countries people have to pay for their studies. 
The second aspect is that the market needs only certain number of people with higher education in certain fields and granting people complete free access to those jobs will result in big unemployment, as there will be no jobs for those people. And after spending 5 years studying this will be very frustrating .  
On the other hand we should think about to intelligent and the poor student whose only chance for changing lifestyles is free education. This is their only ticket to a better life and the state should take care of them. 
The second reason is that not everyone has intellectual  abilities to study and making higher education free and accessible  for all would be wasting of our money. 
All in all it would be great to have completely  free education but unfortunately  the laws of free market and limited resources prevent us from doing it. We cant discuss the fact that the more people with higher education we have the better. But we simply aren't able to make it possible.
